The way it works with home building companies is that typically you walk around a model home(s) to see the builders style and some of the floor plans, then one of their sellers will ask what kind of house the people are looking for (how many rooms, levels, etc) and then you can see the other floor plans that fit your needs but you might not get to necessarily tour it. So yes, you’re correct that they can’t change the layout or floor plan of the house, but they also had other options for the layout of the house, they just picked what they liked best.
