HELP! Have they seen my message or not?

Please respond if you know the subject very well. I've looked it up and only come up with vague/contrived responses.

So I sent a Facebook message to this person who isn't my friend on Facebook and doesn't have the Messenger app (I do though). I didn't get any of the sent - delivered - seen at (time stamp) markings I usually do with friends or other messenger users but when I click on the message (on my phone, since you can't click on messages on the computer) it is marked as "seen" with NO time stamp or tick or anything else. Has that person actually seen it or not? Please help!

it might be because you are not their friend on facebook. i am pretty sure they saw it, but just haven't accepted your message request

they can see the message but it may not have been approved for it to send into their messages. i do that a lot when i have people i don't know message me.
it'll sit as "seen" with no time stamp because it's still sitting in my message request folder...
